For myself, I think about what tools would be needed to make the actual tools used in creation of this automatons.

As well as the calture you mentiined, because you do need knowledge of some quite specific disciplines.

I found a little bit more information but not a lot.
Elusive guy. He seems to have existed in the shadow of his mentor.
His will is online, however!! (a bit of it is below; from a family tree website - his great grandson is in the comments)

There were two interesting things I discovered while looking for this gentleman: One - Henri Houdini had an automata collection that burned up in a tragic fire. And somehow PT Barnum was involved? Two - John Penn Brock went to the Ecole des Beaux-Arts.
