Well, when the creator of this "concept" video says we already have the technology but are only held up by ethics, I tend to lean towards the clone theory. The fact that it has been repeatedly talked about in fiction for well over a century (revelation of the method and pre-programming must be done as part of the ritual, after all) means that it has been a work in progress for a long time, and successfully implemented in private for at least a few decades before they would "offer" it to us plebs. I think the doppelganger issue is compounded by the fact that those who have been chosen to be highly visible and venerated by the masses are also related in some way. So we could have more of a bloodline cloning situation - and it's not like such things have never been discussed in fiction before...
