Not seeing the answer yet after skimming the subsequent pages of this thread, it looks like that clip was taken from The Hidden King. Joseph Gregory Hallett (listed on IMDB as a documentary mini series from 2020 with a half hour runtime). The exact time reference for the quoted snippet is around 8:10-8:15 in Part 1 listed below. (Apologies if this has already been answered.)

If the name Joseph Gregory Hallett sounds familiar, the apparent interviewee in the clip and subject of the documentary (series) was mentioned once in the SH CV thread in 2021 by Bunnyman.

It looks like (filmmaker/producer?) "David G Mahoney" released on his channel "the original interviews we did with The Hidden king, Joseph Gregory Hallett.", as follows:
