Does it not seem like there should be tracks on top of these with cranes for doing heavy ship work?

The ground looks like it is wet and has been somewhat flooded. And the white and other building up on the right hand side look to be at the wrong angle to be in this photo.
 
Very interesting old photograph. First time i am seeing so called giant heavy Roman pillars so close to a body of water. Ariel view of them suggest these can be used to put insanely big and heavy things like containers or else on them.
 
They look like modern day silos to me.

Like the cement and grain silo images I included.

Each column represents an individual silo.

They're linked by a "conveyor belt," in a weather-proof housing, capable of dropping material in each silo it passes over.

I can definitely see what OP was referring to as well.

Looks like what you find today at any large port capable of off loading & storing sea containers brought in by tanker ships.
