Lazio is the area around Rome. I cited Hebrew as a purely literary language that can be spoken. Perhaps Esperanto would have been a better example. Those are 2 specific references, to Lazio and Hebrew. How do you come to that?
The most cursory examination of Latin will tell you it is not a 'dialect' of anywhere. It is obviously artificial. Portuguese and Spanish are not derived from Latin. Latin is derived from them (or at any rate the closely related language of Italian). In fact Latin, as they said, is a dialect of the languages spoken in Italy. Portuguese and Spanish are derivations of Latin. Many words are practically the same.
