The whole thing looks like a drawing to me, not just the bottom half. I think it's just more obvious on the bottom because the artist is not used to drawing people. Much of the lighting is off, though, especially in the center and above the center.

I think we've lost these skills with the increased use of photography. Also, masterful drawing skills were probably as common as professional photography.

I would even suspect that some 'photos' of other cities that appear empty are drawings, also. The artist may not have drawn the people in because they may not have had the skill (and perhaps the transitory people weren't considered part of the scene).

We tend to forget that not only did painting skill increase over the centuries, but drawing skill also. Now imagine that there were 10x as many artists using pencil as there were actual photographers (who needed to buy expensive equipment for taking pictures, developing, lighting, etc)

With a good (cheap) sketch artist, you didn't need an expensive photographer.

With respect of the column pic, convergence can account for some shadow anomolies, but not all. From lighting perspective, the column appears brighter than the rest of the image, indicating a diferent exposure, or a closer light source in the middle. Also, convergence is more noticable then the light source is closer to the object(s), but with the sun being a gazzilion miles away, that shouldn't affect it :) (sarcasm)

Going on the column shadows, we're around mid day, shouldn't the streets be awash with people?

Composite of 2 or 3 photos with retouching.

I would say these are composites & retouched images. We still do this now & it has been done since the advent (I mean original advent, not the 1827 version) of photography.

For me a give away of composites is the obvious motion blur of some people walking, and others walking but pin sharp, no blur. Most of the motion blur apears on people to the left of the picture...

Lol at the more obvious fakes too, the one with the car off the rails & lego people walking about, they are almost like town planner mock ups...

Definitely not drawn in. Photo is 1911, the McKinley Monument was installed in 1907. It just looks crisp because it was crisp. It still looks the same as it does today. It's nothing special, just the usual phallic symbol smack dab in the middle of a city.

Photo realistic drawing to my eyes. Strikes me as being the older equivalent of the modern "artists impression".

And honestly, I thought more about it after I posted... you could very well be right that this was drawn in and this picture could be from i890. I can't figure it out anymore.

I know what you mean. Get it as big as you can and look at the 'very black' chains around it. Dead giveaway when embiggened. Also the people on the left of the picture are 'out of perspective' with bigger people further away from the point of view than the smaller ones nearer.
I am getting the feeling everything is 'meddled with' both at the time itt was taken and up to the current day.
